Family to Family is a community-based program intended to facilitate change in the foster care system and the public's perception of it. Among its goals are:

  • To support change toward a child care intervention system based on family strengths rather than weaknesses
  • To reduce foster care placement through early intervention and the use of community resources
  • To increase the number of foster homes in the community so that children in foster care have minimum disruption in their lives
  • To build support systems for foster parents and relative caregivers, thereby reducing the likelihood of multiple placements for children taken into care
  • To place a child with a relative or near-kin caregiver, whenever possible
  • To increase the rate of children reunified with their birth parents

The primary strategy for accomplishing these and associated goals is through a community liaison who is deeply connected to the target community and can reach out and interact with its residents.

The liaison is also linked to the Department of Social and Employment Services, which provides support and trains the liaison. Outreach, program presentations, community building, coalition convener, family support recommendations and other duties are all a part of the liaison's role.

Services are provided free of charge.
